Cost to Start Online Community Site?
If you are willing to work at it, you could do this for free (excluding the cost of working hours and possibly a domain name, but neither of those are essential).
I do not have time to expand fully on this right now, but there are lots of good (free) web hosting packages around on the web.
Unless you want to spend money on a website designer etc or would like to program the site from scatch, the next step would be to look at some form of a Content Management System (CMS) -- take a look around the search engines for one that you like.
The majority of these are aimed at blogs (web-logs), but there are many different templates around so don't give up straight away.

it doesnt cost a lot...
